Analysis of Efficiency Testing under the Energy Policy and Conservation Act: A211 Case Study with Application to Distribution Transformers

The protocols for efficiency testing promulgated by 10 CFR part 430 and211u001eestablished under the Energy Policy and Conservation Act of 1975 as amended 211u001e(EPCA) are discussed. The case of distribution transformers, which are covered 211u001eunder the proposed new 10 CFR 432, is treated in detail. Model calculations are 211u001epresented that estimate the probability of demonstrating compliance and the 211u001eaverage number of units tested under the 10 CFR part 430 and Part 432 sampling 211u001eplans. The results of model calculations for the sampling plan contained in NEMA 211u001eStandard TP 2 are also presented.
