This Record of Decision (ROD) presents the selected remedial action for the211u001eMcCormick & Baxter Superfund Site (M&B Site or Site) in Stockton, California. The 211u001emajor components of the remedies are: excavation of soil Subarea X and 211u001econsolidation and capping in soil Subarea X or Placement of an asphalt cap over 211u001ethe entire Site without excavation and consolidation of soil Subarea X; In-place 211u001ecapping of sediment of Old Mormon Slough; Installation and operation of an 211u001einterim groundwater extraction and treatment system, with dedicated non-aqueous 211u001ephase liquids (NAPL) recovery wells where appropriate; Monitoring of the affected 211u001eaquifer zones to verify that the extraction system is effective in containing the 211u001egroundwater plume until a final groundwater remedy is selected; and access rights 211u001ethat permit EPA and the State to monitor and maintain the selected remedies and 211u001eland use restrictions that prohibit interference with the selected remedies which 211u001erun with the land, to the extent available.
