The Health Care Financing Administration (HCFA) is an agency within the211u001eDepartment of Health and Human Services that is responsible for administering 211u001emuch of the federal government multibillion-dollar investment in health care, 211u001eprimarily the Medicare and Medicaid programs. The Balanced Budget Act of 1997 211u001e(BBA) and the Health Insurance Portability and Accountability Act of 1996 (HIPAA) 211u001ewere designed, with considerable input from the administration, to strengthen 211u001eHCFAs ability to prevent fraud and abuse and constrain spending growth in the 211u001eMedicare program. These laws added substantial new authorities and program 211u001eresponsibilities to HCFAs ongoing management. To strengthen the ability of HCFA 211u001eto manage its employees and programs, the administration has proposed new 211u001eauthorities for contracting and new flexibility in hiring in the President's 211u001ebudget for fiscal year 2000.
