The purpose of this circular is to provide guidance regarding the voluntary211u001ecertification of U.S. vessels and their companies' safety management systems in 211u001ecompliance with Title 33, Code of Federal Regulations (CFR), Part 96. This 211u001ecircular also provides guidance regarding the recognition of organizations to act 211u001eon behalf of the U.S. to complete audits and voluntary certification of U.S. 211u001evessels and their companies' safety management systems. U.S. vessels which must 211u001emandatorily meet safety management system requirements shall meet 33 CFR part 96 211u001eand follow the guidelines provided by Chapter 37 of the Coast Guard's Marine 211u001eSafety Manual, Volume II.
