Guidelines for the Monitoring, Evaluation, Reporting, Verification, and211 Certification of Forestry Projects for Climate Change Mitigation

To combat the growing threat of global climate change from increasing211u001econcentrations of greenhouse gases in the atmosphere, the Kyoto Protocol includes 211u001eproject-based mitigation efforts to achieve large-scale and cost-effective 211u001eemissions reductions. The Protocol requires real and measurable reductions in 211u001eemissions that are additional to any that would occur in the absence of a 211u001ecertified project activity. Monitoring, evaluation, reporting, verification and 211u001ecertification of these projects are activities that the U.S. Environmental 211u001eProtection Agency (EPA) sees as important. EPA has initiated a three-phase 211u001eprocess in developing usable guidelines on monitoring, evaluation, reporting, 211u001everification and certification (MERVC). In the first phase, an overview of MERVC 211u001eissues was prepared by E. Vine and J. Sathaye, 1997.
