Beginning with the 1996/97 hunting seasons, the Missouri Department of211u001eConservation switched to a computer based Point-of-Sale (POS) permitting system 211u001efor selling and issuing hunting permits. The POS system logs the sales 211u001etransaction, along with other information, into a permanent database at the time 211u001eof the permit sale. Moving from a completely paper-based permitting system to the 211u001ePOS system provided several opportunities to improve how post-season harvest mail 211u001esurveys were conducted and analyzed by the Wildlife Research Section of the 211u001eMissouri Department of Conservation. This study was designed to explore and 211u001eimplement these improvements and evaluate how changes in survey protocols and 211u001edata analysis would impact comparability of generated estimates to the historic 211u001edata sets. Protocols for accessing permit buyer information from the POS system 211u001efor the construction of survey sample frames were developed. Stratified sampling 211u001eschemes based on permittee demographics and other ancillary information, 211u001ecollected by the POS system, were developed for 5 post-season harvest mail 211u001esurveys: small game, waterfowl, firearms deer, fall firearms turkey and spring 211u001efirearms turkey.
