Methods for Examining Environmental Equity Issues in Public Transportation

This research demonstrates how various impact analyses and other study methods211u001ecan assist in identifying any potential adverse impacts of transit programs and 211u001eactivities on minority and low income populations. The first section in this 211u001epaper discusses the history of the environmental justice movement in the United 211u001eStates, including federal non-discrimination legislation and policy. Also 211u001eincluded in an overview of the United States Department of Transportation 211u001eenvironmental justice strategy and the Clean Air Act Amendments of 1970, 1977, 211u001eand 1990. The subsequent section provides a general discussion of the potential 211u001eenvironmental impacts of transit facilities and activities on adjacent 211u001ecommunities. The final section of this document presents various processes for 211u001eexamining the relationship between transit facilities and mobile pollutant 211u001esources, demographic characteristics, and land use patterns. Remediation 211u001ealternatives are also presented to address any anticipated negative impacts 211u001erevealed during the analysis stage.
