Analysis of the Forest Service's Rural Community Assistance Program in the211 Southern Region

The purpose of the report is to demonstrate and test an approach to evaluating211u001ethe effectiveness of the Rural Community Assistance (RCA) grant program in the 211u001eSouthern Region. Targeted measures for economic, social, and demographic criteria 211u001eare drawn from RCA guidelines and stated goals. Available data from both the RCA 211u001egrant program and national databases describing economic and social conditions in 211u001erural areas are used. Results are discussed with reference to what can be 211u001einferred about the RCA programs effectiveness. In addition, caveats and cautions 211u001eabout interpretation are also provided. Suggestions for improved methods, data, 211u001eand procedures are discussed.
