Ensuring a Strong U.S. Scientific, Technical and Engineering Workforce in the21st Century

President Clinton established the National Science and Technology Council (NSTC)by Executive Order on November 23, 1993. This cabinet-level council is the principal means for the President to coordinate science, space and technology policies across the Federal Government. Through the NSTC, Federal departments and agencies work cooperatively to ensure that Federal science and technology investments support national goals. NSTC Committees prepare R&D strategies that are coordinated across the Federal government to form a comprehensive investment package. This report makes recommendations, primarily aimed at post-secondary school efforts, that fulfill the President's request. The principal conclusion is that it is imperative that members of all ethnic and gender groups participate at increasing rates if a strong Scientific, Technical and Engineering (ST&E) workforce is to be ensured. By implementing the IWG's recommendations, the nation will demonstrate its commitment to enhancing the number and qualifications of the ST&E workers who will contribute greatly to our nation's future success, developing the full talent pool, and addressing the ST&E needs of our diverse society.
