Like many states, Iowa has struggled with the Disproportionate Minority Confinement (DMC) issue. DMC is a concern with the number of minority youth that are involved with the court systems and confined in secure settings, and that these minority youth are disproportionately greater than the number they represent in the overall juvenile population. DMC is one of the four core requirements that states must address. In Iowa, for example, while minority youth have historically represented less then a tenth of the juvenile population they have historically represented from one-quarter to onethird of the youth in Iowa's juvenile detention centers and at the State Training School, and up to one-half of the number of youth that receive a prison sentence after being transferred to the adult court system.
