摘要

Migrant students are children of migratory workers who relocate across school and district boundaries in order to obtain seasonal or temporary employment in agriculture or fishing. These students are often at high risk of educational failure because of language barriers, poverty, and educational disruptions that result from repeated moves and irregular attendance. The Migrant Education Program (MEP) operates under Title I, Part C, of the Elementary and Secondary Education Act (ESEA). Its primary purpose is to help migrant students overcome the challenges of mobility, limited English proficiency, and other educational consequences of a migratory life. One of the program.s goals is to ensure that migrant students have the same opportunity to meet state content and student performance standards that all children are expected to meet.
