The main topics addressed by the Conference included the relationships between health and social exclusion in Italy and in developing countries, primary rights of health care and the actual policies pursued by international cooperation, the international Course on poverty and health. The fourth conference was promoted by the Istituto Superiore di Sanita (the Italian National Institute of Health) and the Italian Ministry of Health with the collaboration of Caritas in Rome, a Non Governmental Organisation (NGO). One full session was devoted to present a broad range of field experiences in the area of social exclusion and health related problems. Cooperation programs between public institutions and NGOs were deeply discussed. Overcoming social exclusion was recognized as the political key objective of public health.
