Article 1904 Binational Panel Review Pursuant to the North American Free Trade Agreement in the Matter of Certain Softwood Lumber Products from Canada. Views of the U.S. International Trade Commission on Remand

By decision dated September 5, 2003, a United States-Canada Binational Panel remanded, in part, the Commission's determinations in Softwood Lumber from Canada, Inv. No. 701-TA-414 and 731-TA-928 (Final), USITC Pub. 3509 (May 2002). Upon consideration of the remand instructions and evidence in the record of these investigations, we determine that an industry in the United States is threatened with material injury by reason of imports of softwood lumber from Canada found to be subsidized and sold in the United States at less than fair value ('LTFV').
