摘要

Stormwater management for state and local transportation departments and agencies results in the discharge of voluminous amounts of runoff. “Stormwater runoff is surface water generated by precipitation events, such as rainstorms, which flows over streets, parking lots, commercial sites, and other developed parcels of land,” becoming polluted with concentrations of chemicals, floatable trash, used motor oil, and raw sewage. The polluted stormwater advances through storm drains and sewers that channel into federally protected waters, making them unsafe for drinking, swimming, and other common usage. In 1972, The Clean Water Act, (CWA), authorized the creation of the National Pollutant Discharge Elimination System (NPDES). Under this system, a facility that discharges pollutants from any point source into the waters of the United States is required to obtain an NPDES permit.
