Sistema 'Ulisse' per il Monitoraggio dell'Uso delle Cinture di Sicurezza e del Casco in Italia (2000-2005) ('Ulisse' System for the Monitoring of the Use of the Safety Belts and the Helmet in Italy (2000-2005)).

The national observatory on the use of the safety devices, known as Ulisse System, is a surveillance system able to constantly observe, on the whole national territory, the use of the helmet and the safety belts. Started in December 2000 thanks to the collaboration between the Ministry of the Infrastructures and the Istituto Superiore di Sanita (ISS, the National Institute of Health in Italy), the observatory has lined up Italy to the principal European countries, in which national systems of survey on the use of the safety devices are already active for a long time. The monitoring network of Ulisse can count today on over 800 points of observation, which interest a total of 72 provinces and 222 communes. The surveys are effected on different road typologies, mainly sub-urban and urban roads. In the latter case, which represents the more currently typology controlled, the surveys concern both the central and the peripheral urban areas. Other observations on the use of the safety devices are carried out by sampling for sex and age, integrating in a particularly meaningful way the surveys monthly effected by the System. The data are sent every month to the ISS which manages the phase of elaboration and statistical analysis of it.
