The U.S. Fish and Wildlife Service (Service) has developed this Comprehensive Conservation Plan (CCP) to provide a foundation for the management and use of Choctaw National Wildlife Refuge, headquartered in Jackson, Alabama. The plan is intended to serve as a working guide for the refuge's management programs and actions over the next 15 years. The plan was developed in compliance with the National Wildlife Refuge System Improvement Act of 1997 and Part 602 (National Wildlife Refuge System Planning) of the Fish and Wildlife Service Manual. The actions described in this plan also meet the requirements of the National Environmental Policy Act (NEPA) of 1969. Compliance with NEPA was met with public involvement throughout the CCP process and the development of an environmental assessment. When fully implemented, this plan will strive to achieve the vision and purposes of the refuge. The plans overriding consideration is to carry out the purposes for which the refuge was established. Fish and wildlife are the first priority in refuge management, and public use (wildlife-dependent recreation) is allowed and encouraged as long as it is compatible with, or does not detract from, the refuge's mission and purposes.
