There are several ways to judge or rate a state on their highway safety programs. The National Highway Traffic Safety Administration(NHTSA) and the Govenor's Highway Safety Assocation(GHSA) have worked together and arrived at a set of measures that will be used by all fifty (50) states for reporting their activity results. All numbers are taken from FARS with the exception of the number of injuries.
