This report is a companion document to the first edition (anticipated in 2010) of the Highway Safety Manual (HSM). This document provides background to content of the HSM, which will be relevant to the users of the HSM, to those involved in compiling its future editions, and to related safety studies. The HSM consists of four parts: Part A--Introduction, Human Factors, and Fundamentals; Part B--Roadway Safety Management Process; Part C--Predictive Methods; and Part D--Crash Modification Factors.
