Office of Justice: National Institute of Justice Cooperative Agreement with the Allegheny County Medical Examiner's Office, Pittsburgh, Pennsylvania

The U.S. Department of Justice (DOJ) Office of the Inspector General, Audit Division, has completed an audit of the Crime Laboratory Improvement Program agreement, number 2004-LP-CX-K015, awarded to the Allegheny County Medical Examiners Office (Laboratory) in Pittsburgh, Pennsylvania. This agreement, awarded by the Office of Justice Programs (OJP) National Institute of Justice (NIJ), provided a total of 1,237,850 to the Laboratory, including an initial award of 248,375 in September 2004 and one supplemental award of 989,475 in September 2005. The Laboratory agreed to a matching contribution of 82,815, bringing the total cost of the project to 1,320,665. The purpose of the agreement was to fund a laboratory improvement program that would expand the Laboratorys information management system, enhance the analytical capabilities for toxicology and DNA testing, decrease the backlog of drug chemistry cases, and modernize the firearms laboratory. The objective of our audit was to determine whether expenditures claimed for costs under the agreement were allowable, supported, and in accordance with applicable laws, regulations, guidelines, and the terms and conditions of the agreement.
