Many major metropolitan research and planning efforts are hampered because various data files are based upon geographically incompatible subdivisions. In order to use existing data files, the East-West Gateway Coordinating Council has developed a tool for converting these files to similar geographic bases. The purpose of the report is to illustrate the techniques of building this Geographical Master Index File (GMIF). The GMIF is a correlation tool which relates each geographic subdivision to other geographic subdivisions within the study area. This method of converting incompatible data is called a conversion file which, when related to the GMIF, allows the user to convert data on a given geographic base to a different geographic base.
