Appendix H: This study is centered on machinery for intergovernmental cooperation and coordination. It assesses the agencies and institutional arrangements employed for the conduct of intergovernmental relations relevant to estuary management. The report also asks what these agencies do, what they were intended to do, and what additional purposes they might serve. Appendix I: This study also deals with intergovernmental institutions and some of the legal aspects of the use and taxation of estuarine lands as they relate to those institutions. Some specific subject matter areas covered are: zoning, subdivision regulation, and building codes; residential, commercial and industrial use; marine transportation; fish and wildlife; pollution control; marine and submerged land resources; parks and recreation; preservation and management of scenic, historic and natural areas, including wetlands; watershed and shoreline protection and management; and land acquisition and management programs.
