Cost/Revenue Analysis of the Village of Paradise Valley

The report presents results of a cost-revenue analysis requested by the planning departments of Phoenix, AZ, for a proposed 1,200-acre Planned Area Development (PAD) in the Paradise Valley area. An economic impact study was prepared by the developer to determine the possible drawbacks and benefits of the proposed PAD. The study examined the potential costs and benefits accruing to the city if the area were developed both as presently zoned (1974) and under proposed zoning. The city's budget and research department's analysis compared the developer's report against costs and revenues generated by city departments affected by development in the study area.
