Since 1966,the Federal Highway Projects Division,has been working on the design and construction of open graded emulsified asphalt pavemens. Most conventional and some emulified asphalt pavements are dense,whereas the emulsified asphalt pavements described in this paper are porous and characterized by high air voids. Conventional paving equipment can be used to produce this cold-mixed,cold-laid pavement with less pollution and lower construction and maintenance costs. Typical applications have included single lane roads with low volumes of light traffic and multiple lane roads carrying large volumes of heavy traffic. This manual describes the general construction procedures used and includes recommended specifications for constructing open graded emulsified asphalt pavements.
