These profiles, developed by the National Urban League, of 20 selected localities show how they used the Community Development Block Grant (CDBG) Program as a major resource for economic and manpower development projects. Both project reports and site visits were used to develop these descriptions. Each profile, divided into 10 sections, contains a description of the locality, the name and address of a contact person, and data on the size of the city together with its form of government. The profile then gives a demographic background describing the percent of blacks and Hispanics in the locality, the number of persons living below the poverty level, and the areas' economic and employment situation. The remaining sections describe the program's scope and purpose, specific activities undertaken, and the use of CDBG funds to fulfill the purpose. Complementary programs and the involvement of other community groups are reviewed along with actual program accomplishments. A matrix matches localities with the type of CDBG activity funded. This review covers job development efforts in Chicago, Ill.; Los Angeles, Oakland, and San Diego, Calif.; Philadelphia and Lancaster, Pa.; Baltimore and Glenarden, Md.; Milwaukee, Wis.; New Orleans, La.; Kansas City, Mo.; Atlanta, Ga.; Buffalo and Rochester, N.Y.; Toledo and Dayton, Ohio; Newark and Plainfield, N.J.; Worcester, Mass.; and Hartford, Conn. An index and references are appended.
