Design for Evaluation of the CSA Emergency Energy Conservation Services Program: Operational Problems Impeding Implementation of the CSA Emergency Energy Conservation Services Program

This report has been prepared to supplement an evaluation design for the Emergency Energy Conservation Services Program. Urban Systems Research & Engineering (USR&E) contracted with the Community Services Administration (CSA) to design an evaluation of the Energy Program that would permit CSA and others to gauge results of the Program. Resources available for the evaluation design did not permit personal visits to local projects;USR&E contacted all projects by mail to give them an opportunity to describe their experiences with the CSA Energy Program.nIt turned out that many agencies emphasized operational problems of the program in their responses. Although for purposes of designing an evaluation, USR&E was more interested in effec¬tiveness than operation, it was important to analyze this in¬formation. Not only was the provision of such information en¬tirely voluntary, but it was apparent that much thought and time had gone into the preparation of this correspondence.
