The National Advisory Committee on Oceans and Atmosphere (NACOA) appointed on January 24, 1978, has as its objective the timely assistance to decision makers in Congress and the Executive Branch. Its long term goals are: a strong U.S. maritime posture, development of the full economic potential of ocean space and resources, a strong program of marine and atmospheric sciences development and application, and the preservation--and restoration where needed--of the marine and atmospheric environment.
