Movement of Blacks and Whites Between Central Cities and Suburbs in 11 Metropolitan Areas, 1955-1975

Data on movement of blacks and whites between 11 large cities and their suburbs, from HUD's 1974 and 1975 Annual Housing Surveys, are compared with 1960 and 1970 census data. Recent studies have spotlighted white, middle - class returns to central cities. Although it is welcomed, resettlement of displaced poor blacks has become a concern, as suburban ghettos could result. However, HUD's study indicates that the white return is small, promising neither speedy inner - city revitalization nor widespread displacement of the poor. There is more evidence of post - 1970 changes in black migration patterns, including the following (1) eight of the 11 cities studied show a net black emigration from the inner city; (2) in five cities, the above migration was accompanied by marked increases in black migration to the suburbs; and (3) in the remaining six inner cities, black emigration was well below white, although disparities between whites and blacks in the suburbs indicate that these areas are not yet equally accessible to both races. Although white populations have increased in the 11 cities since 1970, only Los Angeles shows sharp increases; whites in other cities seem merely to be moving out at a slower rate than in the past. However, young, white adults, 20 - 34, are moving into 7 of the 11 inner cities at above - average rates, and inner city retention of them is greater than among all other groups of whites combined.
