Study of the Use of Taggants for Explosives Identification. Volume I. National Implementation Model.

摘要

This study seeks to prepare the way for national implementation of identification tagging of all dynamites and cap-sensitive slurries by resolving technical issues and by developing a plan for pilot testing of the program. It is presented in two volumes:Volume I,National Implementation Model,discusses the investigative and regulatory needs for tagging,the tagging-related aspects of the explosives industry,the relative merits of the available taggants,the candidate levels of specificity for tagging (tagging levels) and related problems,the cost of taggants,and the specific steps that must be taken to achieve national implementation.
