During 1978-1979, the U.S. Office of Personnel Management undertook a training evaluation demonstration project in order to show how evaluation techniques could be applied to different types of training courses and in different organizational settings. Six Federal agency training efforts were the subjects of the demonstration study. Case Study 5 examined a course on travel regulations for secretaries who prepared travel orders and vouchers in the National Aeronautics and Space Administration. The objectives of the evaluation were to determine: (1) trainee classroom performance on the course objectives; (2) the congruence of the course process with the course objectives; (3) the value of training to the organization; and (4) factors related to performance which were not affected by the course. Data-gathering techniques included: examining work samples, pre-tests and post-tests of knowledge and skill, and interviews with trained and untrained secretaries. A cost-value analysis was performed, by estimating the money which could be saved in NASA's travel office if secretaries submitted error-free travel vouchers, and comparing that with the cost of training. Also an after-the-fact performance analysis was done to identify causes of performance problems and their impact. The case study includes descriptions of the evaluation design, results, and conclusions, plus copies of instruments used.
