Evaluation of Criteria Being Used in Conducting Project Reviews by HSAs (Health Systems Agencies) and SHPDAs (State Health Planning and Development Agencies). Cross-Site Analysis and National Review

The findings of the study were that a significant segment of the communities is involved in the development and adoption of review criteria; paid consultants are used extensively by the health planning agencies in the development of criteria; health systems agencies generally followed the lead of State Health Planning and Development Agencies in the identification, adoption, use, and evaluation of criteria; more than half of the health planning agencies felt that data availability made criteria adoption difficult; there is a significant lack of criteria in the area of financial feasibility and economic impact; and significantly more criteria exist in the areas established as Federal priorities than those areas where no Federal priorities have been established. The major impact of the findings of this study is that technical assistance in the development and distribution of review criteria needs to be provided to the health planning agencies, particularly in the areas of financial feasibility, economic impact, and the impact of staffing manpower requirements for project and institutional reviews.
