Exploring New Strategies for Improving Public Housing Management

The booklet discusses a program of research and demonstration in the management of public housing. Federal and local levels have not kept up with the changes in the program's goals and the environment in which public housing operates. Agencies have paid insufficient attention to the process of changing organizational practice through an overemphasis on improved management products. There has also been an inadequate provision for onsite technical assistance and a lack of well-documented success. Most public housing authorities will need information on good technical practices in housing management along with help in the process of institutionalizing them. The agenda for HUD to improve individual authority performance includes intervention, technical assistance, training, dissemination, and transfer over basic research and long-term evaluation. The three approaches to direct participation and experimentation at troubled sites are process research, product research, and long-term research. Research should encompass detailed studies of successful innovation, identification of effective management practice, and studies of successful efforts to assimilate large low-income families into public housing data base, studying similarities in the problems of public housing and those of multifamily subsidized programs, examining the place of public housing in neighborhood revitalization, and studying the future role of public housing authorities.
