Guidance Packages for Developing EPA (Environmental Protection Agency) User Charge Systems and Industrial Cost Recovery Systems for Small Communities Utilizing the City of Loganville as an Example

Four reports concerning the development of user charge and industrial cost recovery systems for small communities are presented. The first explains the requirements that Loganville, Georgia had to meet to charge users for the Environmental Protection Agency's (EPA)-supported wastewater treatment plant. An example of a first year rate calculation for a user charge system is provided as is the text of the ordinance implementing the user charge system. The second report deals with the industrial cost recovery (ICR) system for Loganville and includes the text of the ordinance implementing that system. The third report describes the requirements that small municipalities must meet to develop EPA user charge systems.
