The streamflow records at Elk City, Kansas, on the Elk River and at Clay Center, Kansas, on the Republican River have been analyzed to determine the seasonal means, standard deviations, correlation coefficients and skew coefficients. Weekly evaporations from the Milford and Elk City Lakes, respectively, were computed based on available climatological data, measured water temperature and the mass-transfer equation. Part III -- A stochastic dynamic programming model has been developed and applied to determine the steady-state optimal policies for operating the conservation storages of Elk City and Milford Lakes, respectively. The model for the smaller Elk City Lake is based on weekly net inflows calculated from the historical data while the model for the larger Milford Lake is based on monthly net inflows. The derived optimal policies are applied to operate the respective reservoir over a period of 10 years from 1967 through 1977.
