CDC's National Urban Rat Control Program: Background Report and Evaluation of the First Decade, 1969-1978

The study was designed to determine the impact and effecriveness of the program and to develop and analyze alternatives for program improvements. Program performance was evaluated in terms of output production, factors affectin performance, and employment of target area residents. Data from local project reports, headquarters data as well as independent observations was utilized for evaluation purposes. Site visits were made to a national sample of local sites. The evaluation concluded that: (1) the seed money concept employed by the program has been successful in generating local support; (2) data collection and handling systems need to be automated; (3) budgetary data needs to be used at the national level; (4) local survey staff needs better training and/or retraining; and (5) program evaluation methodology should be reviewed and/or revised.
