摘要

The National Hospital Rate-Setting Study is the most comprehensive study of hospitals undertaken to date. Within the study, a broad array of data will be assembled on more than half the short-term general hospitals in the United States and used to examine many important aspects of hospital behavior and performance -- finances, scope and composition of services, resource utilization, productivity, patient outcomes, organizational structure, and financial management. In addition, the study will examine the accessibility of hospital care to various socioeconomic groups as well as the overall structure of the hospital industry (entries, closures, mergers, and degree of market concentration and specialization). The prospective reimbursement programs selected for study are: Arizona, Minnesota, Connecticut, New York, Maryland, New Jersey, Massachusetts, Washington, Western Pennsylvania. This report compares the salient characteristics of these nine prospective reimbursement programs, with emphasis on the adoption, implementation, and review processes, legal issues, and stringency and equity characteristics.
