This volume consists of four sections. The first outlines the scope of the OMB study, identifies the responsibilities of the task groups, and lists the subjects and issue papers addressed by each. The second section lists those who participated in the study. The third identifies those organizations and individuals who responded to the public invitation to provide comments and recommendations on the working papers. The last section provides for public review a cross-section of those public comments which addressed the working papers broadly.
