The objectives of the study were to: (1) Develop an analytical framework for examining cost of service, rate design, and load management issues, including those raised by the Public Utility Regulatory Policies Act of 1978 (PURPA); (2) Demonstrate use of this analytical framework through case studies on Virginia Electric and Power Company (VEPCO); and (3) Develop recommendations for the Commission concerning the PURPA Section 111(d) Standards. This volume contains theoretical and Analytical Concepts Used to Develop the Cost of Service Information System (COSIS).
