Modernizing the U.S. Air Force Base Level Automation System

The U.S. Air Force operates a system of 267 medium-size computers, collectively known as the Base Level Automation System, at 115 air bases around the world. It has undertaken a program to modernize the entire system, beginning with capital replacement of the computer equipment. The modernization program is reviewed, with attention focused on the following: competitive procurement of capital replacement facilities; the capital replacement as a basis for modernizing and expanding services provided by the Base Level Automation System over the long run; shorter-term problems the Air Force may encounter in transition to the new system and in later modernization; technical and economic factors affecting the future evolution of computer-based systems; and problems the Air Force may encounter in taking advantage of modern computers and automation.
