Continuous Longitudinal Manpower Survey - Net Impact Report No. 1 - Impact on 1977 Earnings of New FY 1976 CETA Enrollees in Selected Program Activities

The report presents the first formal estimates of the net impact of Comprehensive Employment and Training Act (CETA) decentralized programs on participants' postprogram earnings. The impacts were measured by differences in Social Security covered earnings between the Continuous Longitudinal Manpower Survey (CLMS) sample of CETA participants and a matched comparison group drawn from the Current Population Survey (CPS), after adjustment by regression methods for differences in background factors. The estimates, for the initial postprogram year 1977 for CETA FY 1976 entrants, find a positive impact on the order of $300 for the year. There was very considerable variation found within the overall average, however, by (1) type of program; (2) preprogram earnings history; (3) sex; and (4) those placed vs. not placed at termination.
