Information Disclosure: A Practical Guide to the Use of Information Disclosure as a Regulatory Alternative

There are two basic types of information disclosure: private, in which the producer discloses the information, and governmental, in which the government regulator takes the initiative. The degree of government intrusion into the information disclosure process varies with the method used. The government can prescribe voluntary standard protocols; produce comparative information and publish ratings; require information disclosure when a manufacturer uses a 'trigger' word; and/or require a label warning, lists of contents, or summary of legal rights with each product. This report contains a discussion of definitions, advantages, disadvantages, costs, and benefits of information disclosure efforts; case studies of information disclosure in use; and an annotated bibliography.
