An Evaluation of the Implementation of the Standard Accounting and Reporting System

This report studied the design and implementation of the Standard Accounting and Reporting System, known as STARS. The Comptroller of the Navy authorized the implementation of STARS on October 1, 1980. The use of the STARS program caused the Navy some immediate problems. There was more information available than could be utilized. Many STARS reports are not used by managers which may indicate that they do not provide the information required by the managers.
