Targeting Resources in Administration on Aging Programs: A Socio-Demographic Evaluation

This evaluation is based on a review of data on the whole aging population, data currently collected on the service populations, legislative mandates and Departmental policy regarding priority services and priority target groups. The report grows out of the OPD targeting framework through which service strategies are focused on the 'most needy' and are designed to promote economic independence and social integration for out nation's aging persons. The remainder of this report discusses the characteristics of the aging population in America, the population currently served by AoA programs, and the conceptual framework developed by HDS/OPD for targeting resources in AoA programs. It concludes by developing three menus of targeting strategies and the outcome indicators by which targeting effectiveness can be measured.
