Survey of Appeal and Grievance Systems Available to Federal Employees

The report summarizes observations made by GAO during its survey of appeal and grievance systems available to federal employees. The survey, conducted at the request of the Chairwoman, Subcommittee on Civil Service, House Committee on Post Office and Civil Service, addressed her three areas of concern: Whether all the systems are needed and whether consolidation of some of them would save time and money; Whether some systems work better than others; How employees perceive the systems and whether some are more sympathetic to employees than others.
