This document contains the speeches presented at the 11th Annual Energy and Natural Resources Conference, held September 20-21, 1982 in Springfield, Illinois, as well as biographies of the speakers and a brief history of the sponsoring department. The conference examined qualitative and quantitative issues pertaining to water and the sources of conflict resulting from the competition for its use and control. Existing and proposed programs and approaches to the conflict's resolution were discussed.
