Progress of Federal Procurement Reform Under Executive Order 12352

The President issued Executive Order 12352 in March 1982 to reform Federal procurement by--establishing a system in each agency to manage procurement, --simplifying the procurement process, --developing a professional work force, and --increasing use of competition. A comprehensive plan has been developed and considerable work to design the reforms is ongoing. This report recommends several executive and legislative actions to improve agency response and strengthen reform leadership.
