Marine Transportation in the United States: Constraints and Opportunities. National Ocean Goals and Objectives for the 1980's

The report assesses the adequacy of marine transportation in terms of national security; world trade and its implications on marine transportation; domestic marine shipping trades; ports, workers, and terminals; U.S. policies and regulations; and foreign government policies for marine transportation. The National Advisory Committee on Oceans and Atmosphere believes certain actions should be taken if the U.S. merchant marine is to develop and fill the major security and economic role that agrees with proclaimed U.S. policy.
