The guidebook is designed to provide practical information on how to determine a community's competitive advantage in supporting growth industries. In its simplest terms, competitive advantage is that combination of locational attributes that makes a community a good place to operate a particular type of business. While the unique requirements of high tech firms will be spelled out, the scope of this document is much broader -- encompassing a range of sectors and business growth situations. A two-part community assessment model is presented as the basis for evaluating key locational attributes and emerging economic development opportunities. This guidebook does not provide a methodology for targeting specific industries and firms. It does, however, identify the questions to ask along the way, the data to collect, and how to analyze available information.
