Scientific and Technical Information Transfer: Issues and Options

Results are presented of a project undertaken to identify and assess ways to improve the transfer to potential users of knowledge generated by federally funded research in science and technology. Problems of information quality control are examined, and processes by which scientific and technical knowledge can be tailored and packaged for users are discussed. An overview and evaluation of current federal policies and priorities are provided as is an assessment of alternative policy options. The importance of increasing the selectivity and user-responsiveness of existing formal dissemination systems and coupling them more closely to informal systems is noted. Future directions for research in dissemination policy are suggested and a history of the evolution of relevant federal policies is presented.
