Analysis of Selected Issues in the Minor Construction Program. A Consultative Report

The purpose of the study is to conduct a brief review and analysis of selected managerial and operational issues associated with the minor construction program. The study was conducted at the request of the recetly appointed Director, Facility Engineering, Planning, and Construction (FEPAC) Office. Data for this study was collected through a combination of interviews, written survey questionnaires and telephone survey questionnaires. The study's findings are found in the following areas: Process and timeliness for budgeting and obligating minor and minor miscellaneous construction funds, identification of causes of slippages, current monitoring efforts and management controls, current and potential performance as a result of recently-implemented managerial initiatives. Recommendations were made in the following areas: Improving programming/planning, improving budgeting/review.
