Case Study on HUD (Housing and Urban Development) Processing of Title 8 Complaints

The case study reviews HUD Regional Office processing of housing discrimination cases filed under Title VIII of the Civil Rights Act of 1968. Outcomes of these complaints are also analyzed. The period studied-fiscal years 1978 through 1983-spans the transition for Regional Offices to their responsibilities under the Fair Housing Assistance Program, which provides assistance to State/local agencies to which HUD refers housing discrimination complaints.
